In the draft budget law of the Region of Puglia in Articles 24, 25 and 26 is provided for amnesty of illegal wells, if this proposal became law in the Puglia region would be put in jeopardy the deep karst aquifer is the most important water resource of the Salento Lecce. In this paper the reasons for the absolute, total and disagreement concerned the Order of Doctors of Agronomy and Doctors of Forestry of the Province of Lecce indiscriminate amnesty to the wells of Salento in Lecce.

In the draft budget law of the Region of Puglia in Articles 24, 25 and 26 is provided for amnesty of illegal wells. The Order of Doctors of Agronomy and Doctors of Forestry of the Province of Lecce December 23, 2010 wrote to the President of the Region of Puglia Nichi Vendola Hon, alderman for the Environment, Agriculture alderman, alderman for public works and the President of the Regional Council to express the absolute, total and worried about dissent, as they believe that their content is particularly harmful to the land, environment and agriculture, with negative effects on consumer health.

This area from Otranto to Gallipoli covering part of Salento is defined by scholars VERY susceptible to desertification.

Yet repeatedly the world Scientific launched the cry for help to institutions showing that in Puglia only 7% of the region is not 'affected by the risk the desert, while 93% and' intermediately susceptible (47.7%) and very sensitive (45.6%) to the Gargano area and much of the coastal area especially in the range that goes from Otranto to Gallipoli covering part of Salento. As the Order of Lecce would have expected that the region of Apulia put in place a plan by funding anti-desertification chapters of the protection of soil, sustainable management of water resources, reducing the activity of 'productive land readjustment and cross-cutting measures.

All this because everyone knows that the Province of Lecce is rich in water, thanks to the limestone aquifer that favors the accumulation of huge resources in the subsoil. But at the same time result is that the wealth of groundwater is affected by an improper use of the resource itself, in fact, in the Province of Lecce until a few years ago there were 70 thousand WELLS APPROVED AND WE DO NOT KNOW HOW MANY THERE ARE OTHERS WHO ARE NOT AUTHORIZATION. As I wrote the exploitation of the groundwater of Salento in Lecce is characterized by excessive and unplanned withdrawals and point source pollution and spread of different origin (urban, agricultural, industrial). The budget of 2011 the Region of Puglia would aggravate the already precarious situation by the amnesty of illegal wells through the adoption of Articles 24, 25 and 26 of the Finance Act of the Region of Puglia in 2011.

The direct consequence of this decision will be a wicked excessive withdrawal of groundwater will lead to a further lowering of groundwater, which in turn can produce changes in the environment. These changes are the deepening of what is already happening, in fact the scientific community has repeatedly denounced that you are testing the recall of polluted surface waters in deep aquifers are not contaminated and that near the coast has already led to the recall of marine waters causing the salinization of groundwater.

Well would intervene in the Puglia region on the management of boreholes in Salento Lecce that could be more than twice as many as 70 thousand reported in the final analysis, the negative contribution to the exploitation of water resources to the phenomenon of desertification is to be linked more to the way resource management and to its quantitative aspects and for this reason that we might have expected that the Order was entrusted to the technical management of the Consortium of Reclamation who have experience that comes from knowledge passed from generation to generation by the pioneers of irrigation and from specialists in the field of sustainable use of water resources karst aquifer of the Salento Lecce.

And 'just how to handle the solution I proposed several times to stop the uncontrolled pumping of both the 70 thousand private wells and those declared illegal in the province of Lecce but it is certainly of benefit to all wells of Puglia.

For these reasons, the Order of Doctors of Agronomy and Doctors of Forestry of the Province of Lecce has asked the Governor Vendola be removed immediately by the Budget Law of the Region of Puglia in 2011 Articles 24, 25 and 26 (or otherwise listed, but its object).

The problem of desertification as an irreversible process that results in a loss or destruction of the biological potential of soils, requires management of water resources more wisely, along with the need to make environmentally sound patterns of social and economic development.

In Salento Lecce the problem of desertification is closely linked with that of salsificazione groundwater (GHASSEMI et al., 1995), caused dall'ingressione seawater on the continent as a result of extensive and uncontrolled pumping that will be most severe after the indiscriminate amnesty proposed by the Region of Puglia.
